This is test footage from a "live-action" 'Hong Kong Phooey' movie, that was never made. It would've starred the voice talent of Murphy and been directed by the guy who did 'Beverly Hills Chihuahua 2.'

But apparently the strip hasn't gone completely forgotten, since a piece of original 'Calvin and Hobbes' artwork recently broke a record at auction by selling for hundreds of thousands of dollars.
